Throttle
A throttle copies the standard input to the standard output while limiting bandwidth to the specified maximum. The bandwidth throttling is the intentional slowing of internet service by an Internet service provider. This can occur at different locations on the network. throttle doing is rate limiting outgoing ACK packets to 1KB/s, which delays your outgoing ACKs, hence preventing the remote server from sending you data at full throttle.
